Communication Officer of the National Democratic Congress, Sammy Gyamfi has disclosed that the actual cost lavished in the construction of the Kwame Nkrumah interchange is 74.8 million euros and not 260 million dollars as contained in the Parliamentary Hansard of 16th August, 2012 approved by the 5th Parliament of Ghana, with the full participation and approval of the then NPP in minority.
Addressing the Media at the 11th Edition of the Party’s Weekly Press Briefing on Monday, 24th August, 2020, he stated that the Claim by Dr. Bawumia that the Kwame Nkrumah Interchange cost $260 million dollars is a barefaced lie.
He emphatically stated that the Vice president added the cost of two separate and distinct projects (Kwame Nkrumah Interchange and the Ring Road Flyover) to create the impression as though that was the cost of just one project.
Mr. Gyamfi indicated that it is a mischief which has been peddled by no less a person than the Vice president of the Republic of Ghana; and this he said, is shameful and reprehensible to say the least.
He thus put on record that the cost of the Kwame Nkrumah Interchange as approved by parliament and expended by the contractor is 74.8 million Euros equivalent to $90 million at that time.
Furthermore, he elaborated that, two years after the Kwame Nkrumah Interchange had been approved by parliament and construction commenced, the Mahama government on 1st October, 2014 laid before parliament another export credit facility for the design and construction of another project, the Ring Road Flyover at a Cost of $170 million and this transaction was also approved on 2nd October, 2014 by the 6th Parliament of the Republic.
He emphasized that the two projects(Kwame Nkrumah Interchange and the Ring Road Flyover) are scope of work of two projects which are totally different and so it is disingenuous and Shameful for Dr. Bawumia to lump the cost of the two projects together and create the impression that is inflated.
Vice President Dr. Mahamudu Bawumia on August 18, 2020 at the presentation of the Akufo-Addo government’s infrastructure record claimed the Akufo-Addo government, has, apart from its pursuit of an inclusive infrastructure development for all, also focused on delivering the best value for money for all of its projects.
Dr. Bawumia argued that there were staggering disparities in the value of similar projects undertaken by the erstwhile John Mahama government and current projects by the Akufo-Addo government and hence the comparison of 4 interchanges being constructed now and the Kwame Nkrumah interchange.
He stated that the National Democratic Congress government constructed the Kwame Nkrumah Interchange at a cost of $260 million while 4 interchanges constructed by the NPP government cost 280 million dollars.
